Born in the city of Daugavpils. Married, has four children.
In 1998 successfully graduated from the Moscow State Technical University named after N.E. Bauman.
In 2002 he received the "Professional Diploma in Management" at the Business School of the British Open University.
He worked in managerial positions in various commercial and government agencies, including one of the northern Russian gas enterprises - JSC "Norilskgazprom".
